tried it without the filter and it worked valve opened ....

How are you washing you filters?

Rinsing them under the tap and drying them (as Dyson suggest) is next to useless. We pressure wash them and then bung them in the washing machine.

I know you've checked but check again for cracks, gaps etc... It can't just not work there has to be a cause.
And if you have a machine that the valve works, but that same valve in this machine it doesn't work then that points to that machine being faulty. Not the valve.

Yep,  you do seem to have an air leak somewhere.  Whats the changeover valve like? I had one that had a small crack in the big ring that sits over the big spigot on the chassis,  and that lost air.

Maybe the cyclone gaskette needs to sit flush, I made that mistake when doing it for the first time on my DC25. Take it apart and try again. Also, take off the valve pipe on the side and block the suction with the palm of your hand. Will it work?

right not to be one to get up lol...I have been through everything .today I thought new day another look .and I thing I found the problem .took the wand out  hold my hand over the hose without the wand and it works ..don't have another dc33 wand so I put a dc14 wand in there as a temp thing to test ..held my hand over the top of the dc14 wand and  the valve opened ....must be the seal in the wand gone ...thought I would share this incase anyone else has the same problem ..thanks for all the suggestion though

Oh DC33 wands are crap, I had to get a new one from Dyson under warranty because there's a white circle plastic thing which acts as a seal! They always come loose and have seen DC33's often with this issue

I would say the DC14 wand is the best design

I've come across quite a few dysons (all different models, but mainly newer ones) where blocking the wand doesn't operate the relief valve but blocking the hose dose.
