Okey,so let's step back and take a recap here... You've stripped and cleaned the whole unit, and also stripped and cleaned the Valve.
Then, you tried the valve on another unit and it works as it should, but back on the original machine and it's not working.

Have you checked for obstructions stopping it from opening? Such as a small bit of debris, perhaps it's not fitted quite right?
Have you done the opposite and tried the working Valve from the unit you tried this one in, on the original unit? Does that work?

I'll await your reply while sipping Whiskey and sitting in my arm chair.   :reading:

yes i've done all that .all what you said I removed the valve spring the the black top piece that sits inside cleaned all that .put it on another machine and it works fine .I checked for piece of grit dust etc. I made sure that the black rubber ring is fitted inside. I even changed the motor house cover just incase the rubber was not sealing and no difference .ive checked all the other seal and changed them from a working machine still the valve wont open .and of course if that don't work it will burn the motor out in time .so hence I'm really scratching my head and fingers are soare lol many thanks for all your help

Could the machine be sucking air from somewhere else?

Take off the side valve pipe and block the suction with your hand. Does it release the valve easier? If so, the problem is between the u bend and wand. If not, there's probably an issue with the cyclone. Maybe the cyclone seals are worn?

OK thanks.

There are no seals in the cyclone.  Have you tried swapping the cyclones over?
