DC02 only 20 years old - Raising the dead

Hello folks.   

      20 years old this month! According to the moulding date stamps on the the inside of the casing reading 04 96.
     
      This is a DC02 'Antarctic solo Breakthrough Limited Edition' (if anyone cares) which has been going strong with a few fixes on the way but finally expired, and will not start.

      The curious thing is this:-

On disassembly there is no obvious fault; switches, fuses and connections all OK.  Commutator & brushes look fine, no evidence anywhere of overheating.  BUT,  it will NOT start at mains voltage, but WILL start happily if run up from zero voltage using a slide regulator.  Any suggestions for a fix?  My partner is keen to keep using it on our many stairs, referring to its later big brother as 'The Brute' on account of the hefting requirements.

Hi Madrat,

. . . thanks for the suggestion. The only visible capacitor on the motor was what looked like an interference suppression job across the input line, as I recall. 
Could that do it? 
Unfortunately it's all reassembled now so I'll need to open it & look again.
