I thought you could get HEPA pre-motor filters on some vaccums

There's no point in the pre filter being a HEPA as the HEPA is designed to capture miscoscopic particles for cleaner air. The motor produces carbon dust so it makes more sense for the HEPA to be after the motor  rather than as a pre filter.
