Dc 25 motor problem

I have a problem on a Dc 25 brush head the motor had power to it but would not turn till I flicked the drive with my hand then it would run.  I thought it was the Dc motor so replaced it but new motor turned out to reflect the same problem would any one have any idea what to check next I suspect the pc board but don't want to rush in again if the fault points to something else.
