DC07 Pressure Relief not kicking in?

My DC07 animal pressure relief valve on the filter housing won't kick in?
If I remove the pre filter it works, pop filter in and it won't work again, Dont have any other dc07s to test with.

Have a look at it, you can't fix it unless you look.

Does it have the rubber seal around where the inner bit of the filter goes?

Prod it in and out a little with a blunt tool, add a squirt of WD40 or similar. If that doesn't work, strip it and get the hairs out.

Yeah poked it in and out a couple hundred times with a blunt scraper thingy for those scratch pictures... Still doesn't work, Its clean though. Strange how it works without the filter in the housing, but when filter is in it plays up
