DC28 motor fluttering sound

Never heard this before.  It's faint, but if I cover the pipe and stress the motor it's much more noticeable.  Any idea if this is normal or am I going to need to start looking for a donor motor?

Could be.  I noticed if I completely sealed the wand with my hand it would not activate, which lead me to believe there was a sealing issue elsewhere.  Maybe something else is going on with it.

The motor sounds like a regular Dyson motor, no odd grinding or moaning.  The flutter is overlaid on that (i.e. there are no skips or changes in the motor sound during operation), which sounds pretty much like a bird trying to fly.

I noticed that the vacuum was hissing during use, which set me on a witch hunt to find where the leak was.  When I was poking around, that's when I heard a faint fluttering.  When I put my hand on the wand, the motor strained, the fluttering was louder and the relief valve never came on (however, if I poked it it would open and stay open).  I think there is a separate issue with bleeding somewhere which I need to address, but the motor sound is concerning me a bit more.  I still works great even if there is a bleed.

Try cleaning the seals and especially the pre filter seal as the filter acts as a seal around the filter housing too.

Remove the cyclone and block the suction, does the relief valve come on?

Cleaning and applying silicone to the seals is the plan for tonight (had too much to do around the house last night to take on a project).  I took off the cyclone and blocked it as well.  The hissing did quiet a bit, but ultimately had the same result.  I suspected the prefilter as well, removed it and resat it to no effect on the relief valve when blocking right from the pipe without the cyclone.

cyclone seal ?
The seal going from the inlet to the cyclone  actually does not touch the cyclone when the vacuum is off.  There is about a 2mm gap.  However, when I turn it on the seal extends and makes what appears to be a decent seal.  I poked at it for a bit and didn't feel any airflow.  I really need to get some smoke to test it.

As for the seal at the bottom of it, I haven't checked.  I actually didn't think about that at all.   :o  I'll give it a check when I inspect the changeover valve seal.

You mean unscrew it and take it apart?  Hmm...  I'll do that tonight.  It needs to be washed anyway  :))
