I've bought a used cable for dc14 in good condition wire is dirty, but doesn't bother me.

get a damp cloth, spray it with some bleach based spray cleaner - hold it tight over the cable and pull through the cloth several times and it will look new.

dish all the spare cable into a bucket of water after and then pat test it - just to be sure
