Replacing changeover valve/hose on UP22

I have a multifloor vacuum with UP22 as the model code. I've looked all over but cannot see any videos that show how to change the broken pipe/changeover valve (that's what I think it's called). If you look at picture, I cannot get to the two screws I've pointed at. All other videos don't seem to have this plate and I can't see where it screws off.

Am I missing something obvious here?
