DC14 post-motor filter glued to lid?

Recently I was at my friends and her mum has a DC14 origin that was working very poorly, so much she was using the wand for the whole house (she has 11 cats and 3 teenage children, you do the math) so I offered to take a look and I took it apart as much as I felt confident to do so and the brushroll area was caked in dirt yet the belt hadn't snapped, the filters were filthy and the cyclone shroud was clogged with cat litter (clean I might add) but then I looked at the post-motor filter and it was black as anything and really dusty but it was stuck to the lid unlike my DC07 and every other DC07 or DC14 I've ever seen, is this normal?

Often times, the pad type post motor filters are glued to the lid, yes. Its not necessary to re-glue them if you fit a new one as the air being expelled is pushing it in the right direction anyway.
