DC46 (Canadian) and I am having trouble with intermitted brush spinning

The brush works/ed if the handle/wand was in certain positions, usually low to the ground like you’re vacuuming under a couch. The moment you lift the handle the brush stops.

I started taking apart and inspecting each connection joint, the entire bottom mechanism and motor are now spotless (dismantled brush and motor to make sure I didn’t have that ring of hair problem), the issue persists.
I then started playing with the wand in different positions to see if I could narrow the on/off behavior.

Then lead me to the 90 deg swivel joint where the hose connects to the handle. I took it completely apart and saw nothing of concern (wire fray wise) but since putting it back together I have been unable to get it to go on at all, no matter the angle. 

Any ideas? everything looked good in the handle, no issues with connections or wire fraying.

It will be an internal break in the wire, surely?

Do you have a test meter?
