DC40 flap noise inside ball, then low suction

Hi all,

I'm having some trouble with suction on my DC40.

I know how to take all the main parts off and have checked all the pipes, filters and connections and there are no blockages. However after about a second of turning it on there is a noise, like a flap moving inside the ball and subsequently there is about 50% suction though the main head, and pretty much nothing through the wand. The head cleaner rotates fine.

I stripped it down to bare bones so it's just the ball and handle. I've looked all the way around and cannot see what's happening as the sound comes from inside the ball.

Does anyone have any ideas what this could be?
