Dyson V7 main motor current draw and pulsating issue

Hello,

I got a Dyson V7 with a dead battery. I wanted to test the vacuum before I purchase a new battery. So I dismounted the back cover to get access to the motor. No attachments at the unit, only the handle+motor part. I use an external power supply to provide 26VDC to the input connectors. My power supply is limited to 3 Amps. I that even close enough on how much the motor needs? The motor is pulsating but never runs. I appreciate your help on this, as I gladly buy a new battery if I just know the motor is ok.

Here is the video. Any advice on what is wrong with the motor? PCB busted? No burned marks anywhere though.
