If you have a DC25 and the brush roll isn't turning but you know the head is in good working order, you need to check that you have power coming out of the machine to the cleaner head. If you haven't, the yoke loom is the likely culprit.

Dyson used to supply it on the plastic frame, part number 916190-01, but has now discontinued the part. So we now make them instead, you'll reuse your existing plastic frame. There's a good explanation on Dyson Medic >>here<<.

I have a Dyson dc 25, when you recline the machine so the head is off the floor, the head spins normally. As soon as you place the machine in the hoover position, the head stops spinning. I have replaced the reset switch and brush bar switch as well, but the fault still persists.

That's a classic symptom of this loom being broken.

I have removed the old loom,there do not appear to be any breakages.  I repacked it in any case.  The same fault still persists.  Could it be that when the fault first showed itself something had been hovered up which jammed the head that the end of the head has been stripped and needs replaced?

Having replaced the loom (it would go at some stage anyway), and assuming you have circa 320v DC to the motor, I'd be inclined to swap the brushroll motor next as the PCB is unlikely. If you want to do it inexpensively, we have some good used tested ones for which I'll send you a DM with a link.

Only other thing I can think of is the PCB isnt putting full voltage out, or maybe the switch near the loom that avtivates power to the head.

Have you looked at the black drive cog in the cleanerhead that spins the brushbar?

That, or the clear part inside the brushbar, might have rounded off so it doesn't spin the brushbar under load.
