DC23 Brush Roll

Have a DC23 that the brushroll will not run. There is no reset switch on the cleaning head and the belt that drives it is on. Can not figure it out. Please help!

I followed the photos posted by Vacuum Cleaner House to disassemble my DC23 turbine head.
(Thanks for those excellent photos!  Very helpful.)
I had plenty of hair and compressed dust, but nothing obviously broken. 
After thorough cleaning, it seems like my brush axle is not turning freely enough for my turbiine head to spin up on carpet. 
With the brushes removed I rotate the metal axles, and there is plenty of friction.

How to know if it is too much friction, or if it is normal? 
When a turbine is in good repair, how much friction is in those axles?
If I spin it quickly, should it continue spinning for a moment?

I never had much luck stripping Dyson turbine heads down.

For me now....... when they don't work they go in the bin.

It'll cost me ~$100 if I throw it in the bin.  It is mostly functional except for being stubborn to spin on carpet.

I'm looking for someone to give an opinion about how much turning resistance is normal in the brush axle.
