DC-18 Slim Won't Stand Up

My DC-18 Slim won't stand up.  It appears the red pedal that allows the arm to lower does not spring back up and lock the arm into place.  The red pedal stays down.  It acts as if there is a spring missing that should hold the pedal in the up position, but I cannot see where it might be missing from.

Any thoughts on how to repair it?

There is a known issue with the undercarriages on those machines. There is a little plastic lug that snaps off.
