The X7, doesn't have the feature that X4s had whereby you could stop the machine reclining totally flat. They all recline totally flay by default.

Look at the back of the machine where the pedal is, can you see something physically stopping it?

If you have done none of those things, then you have no idea if the airpath is  clear or not.
Don't think the thermal fuse is the problem here,:check the simple stuff first.

Try it with the HEPA filter removed. If OK, the filter is clogged.
Checked the internal ducting, changeover valve, bottom hose? Hot washed the cyclone?
