wand not working

I just found a dc 40 at thrift store i work at everything works but the wand part. the hose has suction but the wand part appears to have a clear plastic thing blocking, not sure if that is suppose to be there or not. i have no problem replacing the wand just want to be sure that is the problem and I am not doing something wrong. Also where is a good site to order parts it was missing the attachments when i bought it (but couldnt beat the price)

finally got the piece out and the wand is now working :)

There shouldn't be any clear plastic in or around the wand area :)
DC14s are tanks, just need a slightly longer motor life. Do plastic parts often break on DC14s? Nope. DC41- Sexy looking futuristic and powerful machine. Just needs a better designed cleaner head wheel and cyclone clip along with a dense metal rod in the chassis.
