You lift the end cover cap up, and pull the red cap attached to the tube out, yes?

I have done that. It will pull up about 6 inches and will not move any more. Can not pull all the way out.

They can be a little stiff. Have you been enthusiastic with it? Was it coming out before OK?

My problem is that when I open the cap the cap will not lift at all.
Have tried being "vigorous" with it to no avail, any suggestions?

I cannot lift the wand at all. I open the cap. and the wand does not release at all. Fells like it is welded in there. I may have force it but would like to know what I am likely to break.

Try that first......

 Thanks for that but I have sorted it out now.  This was not the problem it was that the clear catch, inside the wand head had jammed.  WD40 and a good yank fixed it.  Thanks anyway
