DC07 Animal brush bar not rotating

I have a DC07 Animal (UK) and the brush bar is not rotating, nor is the belt. I have checked that the control knob is in the correct position. With the motor switched off there is heavy resistance to turning the brush bar by hand, but with the motor running there is almost no resistance, but the bar does not turn on its own. There is also a high-pitched whine in addition to the normal motor noise, this is present all the time, whether the control knob is "on" or "off", or if the machine is being used via the wand and tube rather than the soleplate. Is it likely to be just a slipping belt (primary or secondary), or a clutch mechanism, or something else? Many thanks, Nigel.

i would free brush bar wd40 first make it turn freely
if not then change clutch hope this helps
