Most regard them as better, yes.
Dyson originally designed them that way, and they designed stuff a certain way for a reason I suppose.
Internal TOC Con:
Heat transfer: May not respond as quickly to temperature changes within the motor, potentially leading to motor damage.
External TOC Pro:
Faster response: It's located externally, so it can quickly sense temperature changes in the motor and provide protection.
Ease of access: It's more accessible for testing, replacement, or resetting.
